Rules & Regulations 10-12

Bat Size:

10- Year Olds - No bat barrel can be larger than 2 5/8 -10.  For example, any little league approved bat allowed: 2 1/4, big barrell 2 -

11-12 Year Olds - No bat barrel can be larger than 2 3/4  -8.  For example, -5 allowed, -7 allowed, -9 not allowed or any little league approved bat allowed.

Field Requirements:

 
10 Year Olds

46 ft. Pitching distance

Bases must be anchored

11/12 Year Olds

75 ft. Bases

51.6 ft. Pitching distance

Bases must be anchored

Equipment:

Catchers must wear protective chin strap

No metal Cleats

All must wear protective cups

No jewelry to be worn

The Home team supplies two (2) new baseballs before the start of each game.

Uniforms:

All players and Field Coaches must wear full uniforms and they must be coordinated with the same shirt, pants, socks and hat as your team. There will be No Exceptions.

All players must wear hats.

Coaches and Managers if not in full uniform must wear uniform shirt and hat and pants must be coordinated with the pants as the rest of the team.

Team Management:

No Re-entry Rule-Managers will exchange lineups before the game and a copy given to the home plate umpire. Once the lineups are exchanged they cannot be modified or changed. First and last names must be used.

A team can start a game with (8) players. If a ninth player shows up they will be inserted at the bottom of the lineup. The ninth player is not considered an out.

Two (2) extra hitters (EH) allowed in the batting order, but it is not mandatory and must be done before the game. Any player hurt or sick and can not run his own bases can be replaced by an extra player but he is out of the game and he can not reenter, any player coming out of a game and not replaced by an extra player will be an out every time his spot comes up

Forfeit:

After waiting the appropriate wait time 20 minutes designated by the umpires and a team can not field the minimum of eight players they will forfeit the game. The team that forfeits must pay the full umpire cost of the game(s). Fines: If a team forfeits one time $50, two times a $100 fine will be levied against the team and all umpire cost must be paid in full before another game can be played.

Balk:

10 year olds, the balk rule will not be enforced for the first 5 weeks then two (2) warnings before being called. In the 11-12 year old two (2) warnings then balk is called. Remember please teach what a pitcher did wrong.

Rainouts:

The home team must notify the the umpire, visiting team and the division coordinators two (2) hours before game time if the game is cancelled. If the visiting team does not receive a call, they must go to the field and be prepared to play. The Umpire has the final say if a field is unsuitable for play and is hazardous. Once a game is started, the umpire is the only person with authority to call a game.

If lightning occurs, the umpire will wait twenty minutes to see if the game can continue.

Mercy run rule:

If a team is ahead by 15 or more runs after 3 innings or 10 after 4.

Re-scheduling:

Games can only be rescheduled because of rainouts. All coaches must re-schedule rainouts in one (1) week time & notify the league coordinator with the date, time and field. Otherwise the league coordinator has the right to reschedule the game.

The Pete Rose Rule :

No crashing at any base.

Unsportsmanlike conduct by Managers, Coaches, Players and Parents will not be tolerated. If said person is ejected during a game, a warning will be issued to the team. A fine of $100.00 will be levied against the team on the 2nd ejection and bond must be repaid in full before the team's next game, Manager, coaches players may be suspended, depending on circumstances.

The manager protesting a game must notify the umpire and opposing manager that the game is being played under protest before the next pitch is thrown. The umpire must sign and print his name and number in both teams' scorebooks and indicate where the infraction occurred.

Copies of the scorebooks and a letter explaining in detail the situation, the Rule you are protesting must be delivered to the league coordinator within 24 hours. Also, a $100.00 protest fee must be included with the above. This fee will be returned if the protest committee upholds the protest.

Point System:

The winning teams must report final scores to the league coordinator by 10:00 pm on the game day. The point system will be used to determine the final standings. Two (2) points for a win, one (1) point for a tie, (0) points for a loss. Tie games will not be replayed or continued for any reason except protests that are upheld.

Pitching Rules:

10- Year Olds:

A pitcher can only pitch 3 innings per game, 6 per week. In a double header, pitcher can pitch only 3 innings in one game and can only pitch in one game of a double header. Must have 1 full calendar day of rest for each inning pitched with a maximum of 3 full days calendar days.

11-12 Year Olds:

A pitcher can only pitch 4 innings per game and 7 innings in a calendar week. Maximum in a seven calendar day period (Sunday-Saturday). Must have 1 full calendar day of rest for each inning pitched with a maximum of 3 full calendar days. Example 1: If a pitcher throws 4 innings on Wednesday, he cannot pitch until Sunday. Example 2: If a pitcher throws 2 innings on Tuesday, he can pitch four innings on Sunday, but would not be able to pitch again until Thursday of the new period (Sunday-Saturday). Example 3: If a pitcher throws 4 innings on Monday, he can only pitch 3 innings on Saturday. Example 4: If a pitcher throws 4 innings on Saturday, he cannot pitch again until Wednesday. On Wednesday he could pitch 4 innings and then be able to pitch 4 innings on Sunday. A day is not based on hours but full calendar days. A days rest supersedes the maximum 7 innings pitched in a period. If a pitcher pitches in the first game of a double header, he cannot pitch in the second game.

Leading and Stealing:

Leading and stealing is allowed in, 10, 11 and 12 year old divisions.

Time Limit:

There is a 2-hour time limit on all10 year old games. No new inning can start after that time. Games can end in a tie.

In the 11-12 year old division, there is a 2 1/2 hour time limit. NO new inning can start after that time. Extra innings are allowed as long as they are within the time limit. Games can also end in a tie.

No speed up rule for catchers or pitchers.
